Commission discussion and/or action re: First Reading of an Ordinance of the City of Sunrise, Florida, Amending Chapter 3 “Alcoholic Beverages,” Article I “Alcoholic Beverages” by Amending Section 3-4 “Hours of Sale, Consumption and Service Restricted” to clarify the hours of sale, service, and consumption of alcoholic beverages on the premise for establishments; providing for conflict; providing for severability; providing for inclusion in the city code; and providing an effective date. Section 3-4(b) of the Code of the City of Sunrise, Florida, establishes the hours of sale, service, and consumption of alcoholic beverages on the premises for any place holding an alcoholic beverage license for consumption on premises. Banquet halls typically provide for the consumption alcoholic beverages on premises as part of their operations. Some banquet halls that do not hold an alcoholic beverage license often utilize a contracted offsite caterer that holds an alcoholic licenses in order to serve alcoholic beverages for consumption on premises during events. Section 3-4(b) of the City Code does not currently regulate the hours of sale, service, and consumption of alcoholic beverages for situations where the banquet hall relies upon an outside caterer's alcoholic beverage license for the serving and consumption of alcohol within a banquet hall.

Staff recommends amending Section 3-4(b) f the Code of the City of Sunrise, Florida, to clarify that all establishments, whether it holds an alcoholic beverage license or not, must comply with the requirements of Section 3-4(b) of the City Code.
