Background:
The City of Sunrise Leisure Services Department requires a qualified contractor to perform essential repairs and rehabilitation of the boardwalk at Oak Hammock Park. The boardwalk is currently closed as the pathway shows significant deterioration in several sections that can no longer be repaired by routine maintenance. A qualified contractor is required to restore its structural integrity and provide a secure and safe nature pathway for City residents and visitors.
The scope of work includes furnishing all labor, materials, equipment, and supervision necessary to complete the repair and rehabilitation of the existing wood boardwalk system at Oak Hammock Park. Work shall be performed in accordance with the contract drawings and specifications and shall include selective demolition, structural repairs, pile restoration, decking and fence replacement/reinstallation, and finishing necessary to return the boardwalk to a safe and functional condition.
On May 19, 2026, the City issued Bid No. 26-66-04-MM for the aforementioned project, and 8 bids were received on the scheduled date. Staff evaluated the apparent low bidder; however, Montalvo Mejia Construction LLC was deemed non-responsible as they confirmed they do not possess a State of Florida Certified General Contractors License.
Following an evaluation by the Purchasing Office, Leisure Services Department and BCC Engineering, LLC (Consultant Engineer), it is recommended to award the bid to the lowest responsive and responsible bidder, Underwater Engineering Services, Inc. (Underwater).
Underwater's bid price is approximately 21% lower than the Engineer’s opinion of probable cost for the project.
All references were favorable for Underwater Engineering Services, Inc.’s performance on other projects of similar type and scale with other entities. Staff requests approval to award to Underwater Engineering Services, Inc. contingent on receipt of an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award.
The City did not receive any responses from a City of Sunrise vendor that could provide this service.
