Background:
The Fire Rescue Department requires a Medical Director to assist in the continued maintenance of the City's paramedic program. Florida Statutes, Section 401.265 requires that the City's advanced life support (ALS) service employ or contract with a Medical Director who is responsible to perform duties including advising, consulting, training, counseling, overseeing of services, and quality assurance activities.
Dr. Jim Roach, D.O., P.A. has provided these services to the City for the past six years and the Fire Rescue Department has been satisfied with the services provided. Staff is requesting the City Commission approve a new contract with Jim Roach, D.O., P.A. for three years, with three optional one-year renewal periods.
Pricing for these services includes a 3% increase from when the previous contract was established in 2020. This is deemed fair and reasonable given that the CPI-U for all items has increased 3.5% in the last 12 months alone.
Staff is requesting that the City Commission waive the formal procurement process as Medical Services are exempt per City Code 5-173(c)(6). Staff has negotiated a new Contract for services at an annual cost of $44,928.00. The proposed contract with Dr. Jim Roach will provide the City with continued access to quality services as necessary to support the Fire Rescue Department and remain compliant with applicable statutory requirements.
