A Resolution of the City of Sunrise, Florida, approving a “Second Amendment to Project Agreement between the City of Sunrise and Brown and Caldwell (Corporation) for Project Agreement Number: PA-24-012-BC Sawgrass WWTP Train B Ras and Aeration Tank Influent Improvements”; and providing an effective date. The City of Sunrise Utilities Department Sawgrass Wastewater Treatment Plant consists of two treatment trains, each providing 10 million gallons per day (MGD) capacity. The Department is currently managing a capital project for upgrades and replacements associated with Train A. The Train B side (eastern portion) of Return Activated Sludge (RAS) and Aeration Tank Influent pipelines play a critical role in the wastewater treatment processes at this treatment plant. Both pipeline sets were excavated and were found to be in poor, deteriorated condition, having reached the end of useful life, and require replacement. In addition, the aeration tank influent pipe and the RAS pipe were both excavated due to a major break from a deteriorated valve. Upon excavation, the external condition of RAS and Aeration Tank Influent pipelines appeared to be in poor and deteriorated condition. This capital project was identified in the 2020 Water and Wastewater Master Plan.

On February 13, 2024, the City Commission approved Project Agreement No. PA-24-012-BC, between the City and Brown and Caldwell for design, permitting, and bidding services related to Sawgrass WWTP RAS & Aeration Tank Influent Improvements. On May 29, 2025, the City Manager approved the First Amendment to Project Agreement No. PA-24-012-BC, to increase the Scope of Services for Brown and Caldwell’s subcontractor to perform additional test holes to obtain necessary information needed to design the replacement of the RAS and Influent pipelines. On March 26, 2026, Project Agreement No. PA-24-012-BC was administratively extended by the City Manager for 180 days, through September 28, 2026, to complete the design and review by regulatory agencies.

The design plans were recently completed and will be sent to regulatory agencies for review. Brown and Caldwell’s services are required to finalize the permitting review and bidding process; therefore, the term of the Project Agreement will need to be extended. The attached Second Amendment to Project Agreement No. PA-24-012-BC includes additional time through September 28, 2027, for Brown and Caldwell to complete the scope of work. Brown and Caldwell is not requesting any additional compensation associated with this Second Amendment.
