Background:

The City’s Adopted Five-Year Capital Improvement Program includes a project to replace the roof at Fire Station 92 located at 13721 NW 21 Street. To complete the Fire Station 92 Roof Replacement project the City applied for a Hazard Mitigation Block Grant (HMBG) administered by the Federal Emergency Management Agency (FEMA) through the State of Florida Division of Emergency Management (FDEM). In December 2023, the City received a HMBG administered by FDEM to improve the resilience of Fire Station 92. The Grant provides funding to replace the existing roof with a new, higher wind-rated roofing system.

 

The scope of work for this project consists of, but not limited to, furnishing all labor, materials and equipment necessary in connection with the Roof Replacement Project. Contractor shall provide plans and specifications signed and sealed by a Professional Engineer licensed in the State of Florida.

 

On April 15, 2026, Bid No. 26-44-02-CM was issued for this project. A non-mandatory pre-bid meeting and site visit were held on April 30, 2026, with twenty prospective bidders in attendance. Bids were opened on May 28, 2026, and sixteen bids were received.

 

Following a review of the bid submittals, Goldson Construction Corp. was deemed non-responsive for failing to submit the required Bid Form and Bid Line Items.

 

The Purchasing Office and the Utilities Department evaluated the remaining bids and recommend that the contract be awarded to Supreme Roofing & Construction, Inc. (Supreme Roofing), the lowest responsive and responsible bidder.

 

Supreme Roofing’s bid price is approximately 9.90% lower than the Opinion of Probable Construction Cost (OPCC) while the second low bidder’s price was 4.82% lower than the OPCC. Based on this comparison, staff has determined that Supreme Roofing's bid is fair, reasonable, and reflective of current market conditions.

 

All references were favorable for Supreme Roofing’s performance on other projects of similar type and scale with other entities such as Miami Dade County. Staff is requesting approval to award to Supreme Roofing & Construction, Inc. contingent on receipt of an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award.

 

The City did not receive responses from City of Sunrise vendors that could provide this service.
