Background:
The Village Beach Club outdoor community pool has served Sunrise residents for decades, providing an accessible recreational amenity for individuals and families of all ages and abilities. The existing pool pump room and its mechanical systems have reached the end of their useful life and require replacement at this time. To ensure the continued safe and reliable operation of the facility, the proposed project will update the pump room to reduce exposure to corrosive conditions while providing more optimal and accessible working conditions for maintenance staff. These improvements will bring the Village Beach Club pool in line with the modernization standards established at the City's other aquatic facilities.
Staff evaluated and identified the BECSys water chemistry and filtration control system as the most appropriate solution for this pool. The City currently utilizes BECSys equipment at several existing pools and splash pad facilities, where it has consistently provided exceptional reliability, water quality performance, and operational efficiency. Standardizing the equipment across the City's aquatic facilities will streamline and simplify maintenance procedures, reduce inventory requirements for replacement parts, minimize staff training needs, and improve overall operational consistency.
The BECSys system is available exclusively through Heritage Pool Supply Group, Inc. d/b/a Commercial Energy Specialists (CES). It is the sole authorized distributor for the State of Florida and the Caribbean. CES possesses the specialized technical expertise necessary to design, install, commission, and support complex commercial aquatic mechanical systems that are necessary to successfully complete the project. The company also has an established history of successfully servicing the City's aquatic facilities and is familiar with the existing equipment, operational requirements, and pump room infrastructure. City staff has been satisfied with the company's responsiveness to routine service requests, emergency repairs, and technical support, all of which have helped minimize facility downtime and disruptions to residents.
CES has offered the City favorable pricing on various equipment when compared to an existing competitively solicited contract awarded by Sourcewell, a local government agency and service cooperative from the State of Minnesota. Estimate No. 357553, includes: the furnishing and installation of a BECSys Chemical Controller, Precision Control AMF, Precision Motor Control with NEMA 4X enclosure, commercial pump and Lonchivar Heater, as well as all parts, design, permits and work necessary for their installation. It also includes Factory Start Up, Commissioning, Warranty Administration & Operator Training for all equipment included in package.
The Contract shall become effective upon execution by both parties and shall continue in effect until completion of project and final acceptance by the City.
The Procurement Manager is hereby authorized to approve additional expenditures, provided that the aggregate amount of the change orders does not exceed $24,999.99.
Pursuant to Section 5-173(c)(5) of the Code of Ordinances of the City of Sunrise, Florida, Staff is requesting the formal bidding procedures are waived for good cause for the reasons set forth herein.
