Background:
The Sunrise Tennis Club located at 9605 West Oakland Park Boulevard was constructed in 1998 and the originals roofs have reached the end of their useful life and require replacement. To complete the Sunrise Tennis Club Roof Replacement project the City applied for a Hazard Mitigation Block Grant (HMBG) by the Federal Emergency Management Agency (FEMA) through the State of Florida Division of Emergency Management (FDEM). In December 2023, the City received a HMBG's funding administered by FDEM to assist with the funding of wind retrofits for the Sunrise Tennis Club. The Grant provides funding to replace the Sunrise Tennis Club Pro Shop Roof. The City is also proposing to replace the remaining ancillary building roofs.
The scope of work includes all labor, materials, equipment, supervision, engineering, permits, inspections, and coordination necessary to remove the existing tile roofing, battens, underlayment, flashings, gutters, and downspouts; inspect the fully exposed structural deck and framing; replace deteriorated sheathing as authorized; and install a complete, code-compliant, watertight standing-seam metal roofing system. The Contractor shall provide signed-and-sealed shop drawings and engineering, verify field dimensions and structural adequacy, furnish applicable Florida Product Approvals and certified manufacturer testing, and perform fastener withdrawal, attachment, or wind-uplift testing only when required by the Engineer of Record, roofing manufacturer and Florida Building Code.
On May 22, 2026, Bid No. 26-60-04-CM was issued for this project. The Bid included the Tennis Club Pro Shop Roof replacement as the Base Bid and all ancillary roofs as Add Alternate Bid. A non-mandatory pre-bid meeting and site visit were held on June 9, 2026, with eleven prospective bidders in attendance. Bids were opened on June 24, 2026, and twelve bids were received. Following a review of the bid submittals, three firms were deemed non-responsive.
The bid submitted by Florida Roofing and Gutters of SWFL, LLC was deemed non-responsive as they did not provide a price for the alternate item as required within the bid documents, nor did they use the City's prescribed Bid Form. Bidders were required to provide pricing for both the Base Bid and the Add Alternate Bid. The bid submitted by First Main Enterprise LLC, d/b/a Urban Enterprise, was deemed non-responsive for failure to submit the required bid bond with its bid package, as required within the bid documents. Sovereign Roofing LLC was also deemed non-responsive as they did not use the City's prescribed Bid Forms.
Following the evaluation of the bids by the Purchasing Office and the Utilities Department, it is recommended that the contract be awarded to CMM Roofing, Inc. (CMM Roofing), the lowest responsive and responsible bidder. The City intends to award both the Base Bid and Add Alternate Bid. CMM Roofing’s total bid price is approximately 27.8% lower than the Opinion of Probable Construction Cost (OPCC), while the second low bidder’s price was approximately 20.1% lower than the OPCC. CMM Roofing provided Staff with confirmation of bid price.
All references were favorable for CMM Roofing's performance on other projects of similar type and scale with other entities. Staff is requesting approval to award to CMM Roofing, Inc. contingent on receipt of an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award.
The City did not receive responses from City of Sunrise vendors that could provide this service.
