Background:
The City of Sunrise, Utilities Department requires industrial maintenance and repair services on an as-needed basis to maintain the infrastructure at the Water and Wastewater Treatment Plants, and throughout the utility system. These services include repairing, rebuilding, or replacing mechanical equipment, fabrication and welding services, and the installation, relocation, and rigging of equipment and machinery necessary to support the reliable operation of the City's utility infrastructure.
Staff has identified Manatee County Agreement No. 25-R086189ED, effective April 15, 2025, for Industrial Maintenance and Repair Services as a competitively solicited bid to fulfill the City’s needs. Manatee County’s bid called for experienced contractors who must be experts in providing services for municipal water/wastewater treatment and pumping facilities since the County manages three regional water reclamation facilities. The award includes pre-established pricing for different levels of necessary laborers to complete all types of industrial maintenance and repair services. The Agreement was awarded to multiple qualified contractors, including H2 Enviro Solutions LLC d/b/a H2solutions.
The initial Piggyback Agreement term will run from the execution date through April 14, 2028, with the option to extend for an additional two (2), one-year periods.
Staff has determined that piggybacking this Agreement will provide the City with competitively procured pricing and access to qualified contractors for these specialized services.
Staff is requesting approval to piggyback Manatee County Agreement No. 25-R086189ED with H2 Enviro Solutions LLC d/b/a H2solutions on an as needed basis.
Since these purchases will be made using an existing governmental contract, it is requested to waive the City's formal bidding procedures pursuant to Section 5-173(c)(4) of the Code of the City of Sunrise, Florida.
