Discussion and update from the City Clerk regarding the City’s Granicus system, current upgrade, public access, and livestreaming capabilities.
The City Clerk is requested to address:
• How long has the City used Granicus, and what is the total current cost of the system, including licensing, maintenance, upgrades, and additional services?
• When did the current Granicus upgrade begin, what was the original completion date, what caused any delays, and when is the system expected to be fully operational?
• What portions of the upgrade have been completed, and what items remain outstanding?
• Have the previously raised concerns regarding delays between the live Commission meeting, telephone participation, and computer or mobile streaming been fully resolved?
• Has the City conducted testing to determine the actual delay or latency affecting telephone callers and online viewers, and what were the results?
• Does the City currently have the capability to simultaneously livestream Commission meetings on the City website, YouTube, and Facebook Live? If not, what would be required and what would it cost?
• What backup streaming options are available if the primary Granicus livestream fails or experiences technical difficulties?
• How do comparable municipalities handle livestreaming, YouTube and Facebook broadcasts, backup streaming, public notification of outages, closed captioning, accessibility, and meeting archives?
• Should the City establish or update a formal policy governing livestreaming, technical failures, public notification, telephone participation, accessibility, social media broadcasting, and video retention?
• What additional improvements or resources are recommended to ensure reliable, accessible, and transparent public access to Commission meetings?
