Background:
The Boys & Girls Club of Broward County (BGCBC) has thirteen facilities in Broward County, including the Teen Center at Roarke Hall, and serves over 12,500 youth between the ages of 6-18 each year. Youth services and programs provide focus on everything from education, social recreation, health and physical education to leadership and citizenship development, cultural enrichment, and personal adjustment with one-on-one counseling, at a cost of $15 per year for its members.
As part of the FY 2022 Budget, the City Commission allocated American Rescue Plan Act (ARPA) Funds for City Commission priority projects and programs. One of the ARPA projects identified for City Commission consideration was the conversion of the interior of Roarke Hall to a Teen Center to be operated by the BGCBC. Subsequently, the City and the BGCBC entered into an initial agreement for a one-year pilot program for the operation of a Teen Center at Roarke Hall, which included funding not to exceed $249,999.00. Following the pilot program, the City entered into an Agreement with the Boys and Girls Club for an additional year, which has been very successful with robust participation from our Sunrise youth. The BGCBC has been successfully providing Teen Services to Sunrise youth since June 24, 2024 and it is recommended to continue these services through the end of fiscal year 2027.
Exhibit A of the Agreement identifies the Schedule and Teen Services to be provided, the associated operating schedule, and operational guidelines. The agreement provides the BGCBC the exclusive right to use a majority of the interior of the building. The BGCBC shall also have the non-exclusive right to use the parking area, entranceway, and dumpsters. The BGCBC shall not have the use of the pool, splash pad, exterior restrooms, or any other exterior amenity. The Teen Center shall be operated Monday through Friday, for no less than 5 hours per day, excluding legal holidays.
Based upon the success of the Program, the City and BGCBC would like to continue the Teen Center services under the attached Agreement for the next fifteen (15) months, effective July 1, 2026, with funding not to exceed $312,495.00. The funding amount supports the operating budget for Teen Services at Roarke Hall through September 30, 2027.
