An Initial Assessment Resolution of the City of Sunrise, Florida, relating to the provision of Transportation Services in the City of Sunrise, Florida; establishing the estimated Transportation Assessment Rate for the Transportation Assessments for the Fiscal Year beginning October 1, 2026; directing the preparation of an assessment roll; authorizing a public hearing and directing the provision of notice thereof; and providing an effective date.  City Manager Mark Lubelski.  Susan Nabors, Director of Finance and Administrative Services.

The initial Transportation Assessment resolution creates the assessment area, the method of the assigning assessment units, and the method of collection. It also establishes the fiscal year 2026/2027 proposed rate for the transportation assessment, directs preparation of an assessment roll and directs notification to affected property owners regarding the assessments, the assessment rate, and notice of the upcoming public hearing.  The date and time of the Transportation Assessment public hearing shall be, Monday, September 14, 2026 at 5:05 pm, at which time the City Commission will consider the adoption of a final assessment resolution that confirms the assessment. 

The is the first year of the transportation assessment in the City of Sunrise.  Staff is proposing a maximum equivalent billing unit (EBU) rate of $94.71 for FY 2026/2027.  It should be noted that residential properties will not be assessed this Transportation Assessment. 

The proposed rate Transportation Assessment would cover approximately 81% of the transportation program assessable costs.  The City anticipates the Transportation Assessment gross revenue for fiscal year 2026/2027 would be $525,739.

It is requested that the City Commission approve the Proposed Transportation Assessment rate for FY 2026/2027.
