Base Bid: $6,758,700.00

The City of Sunrise Utilities Department requires a qualified contractor to perform construction services for odor control and sludge holding tank improvements at the Springtree Wastewater Treatment Plant.

The Utilities Department requires certain rehabilitative improvements at the Springtree Wastewater Treatment Plant (WWTP) odor control system, which was originally constructed in 1997 and has reached the end of its useful life. Therefore, staff prepared the Springtree WWTP Solids Handling Odor Control capital project to address the needs of the odor control system. The project proposes replacement of the scrubber system, replacement of the motorized valves at the wastewater effluent equalization tank, replacement of the suction/discharge valves and suction piping header at the Return Activated Sludge (RAS) pump stations, and the replacement of the influent gates, and providing a new plant service water line from the existing high service pump station “A” to the existing plant water booster pumps.

In addition, the Springtree WWTP has three thickened sludge holding tanks that were built in 1997. These tanks currently hold the wastewater sludge prior to the thickening and dewatering process. Two of the three sludge holding tanks are designated for waste activated sludge (WAS), and the third tank is designated for thickened WAS. The sludge holding tanks’ original design included two mechanical mixers per tank. Drop pipes that supply air, from blowers, for tank mixing were added in 2016, as part of a Biosolids Improvements project. The sludge does not mix properly due to the blown air not reaching all areas of the tanks equally. Inadequate mixing has caused dead zones within the tanks, where solids have been observed to accumulate in the corners, resulting in odors and septic sludge. Existing mechanical mixers are operated to assist in the mixing of the sludge; however, the mixing equipment is near the end of its useful life and cannot be operated at the same time as the blowers. To address the necessary improvements to the sludge holding tanks, staff prepared the Springtree WWTP Holding Tank Mixing & Aeration Improvements capital project.

On December 13, 2022, City Commission approved Project Agreement Number PA-23-006-BV and Resolution No. 21-43-22-A with Black & Veatch Corporation, for the design, permitting, and bidding services for the Springtree WWTP Solids Handling Odor Control project. On August 13, 2024, City Commission approved Project Agreement Number PA-24-034-BV and Resolution No. 21-43-24-F with Black & Veatch Corporation, for the design, permitting, and bidding services for the Springtree WWTP Holding Tank Mixing & Aeration Improvements project. Since the scope of work for both projects is located within the same general area, staff and the design consultant recommended combining the two projects into a single bid to enhance coordination and minimize potential construction conflicts.

On March 16, 2026, Bid No. 26-47-03-MS was issued, including design documents for both Solids Handling Odor Control and Holding Tank Mixing & Aeration Improvements projects. A mandatory pre-bid meeting with a site visit was conducted on March 24, 2026, with eleven prospective bidders in attendance. The bid opening took place on May 6, 2026 and four bids were received.

The work includes the demolition of existing Odor Control Scrubber and associated chemical tanks and appurtenances and installation of new Carbon Adsorber system including foul air intake piping modifications. The contractor will provide a temporary Odor Control System during construction to provide uninterrupted Odor Control operations for the Sludge Holding Tank and Dewatering facility, replace six existing mixers with hyperboloid mixers and aerator systems, including new mixer Variable Frequency Drives (VFDs), modify existing access hatches, air piping, replace level sensor instruments, and add Oxidation Reduction Potential (ORP) sensors at the Sludge Holding Tanks. This portion of the work is structured as the base bid of the project. The work also includes the replacement of RAS (Return Activated Sludge) & WAS (Waste Activated Sludge) pump stations valves and piping above and below grade, replacement of two Chlorine Contact Basin (CCB) slide gates. Work also includes the Installation of a 16" owner furnished pressure sustaining valve on the effluent transfer pipeline, replacement of two equalization tank isolation valves, installation of a new 8” watermain from High Service Pump Station A to the Plant Water Pump station pipe header, including a new backflow assembly and fire hydrant, electrical work, and instrumentation and controls work.

In addition to the base bid, the bid consisted of an alternative bid item for concrete repair due to cracks and recoating at basin walls, along with effluent chamber bypass pumping to perform the concrete repair work as a bid alternate for the project.

Following the evaluation by the Purchasing Office, Utilities Department, and Black & Veatch (design consultant), it is recommended to award the contract to the lowest responsive and responsible bidder for the Base Bid, Daniel O’Connell’s Sons, Inc. Daniel O’Connell’s Sons, Inc.’s total base bid price was approximately 0.89% higher than the Engineer’s Opinion of Probable Construction Cost (OPCC), while the second-lowest bidder’s submitted price was 6.35% higher than the OPCC. Given the information known at this time, Utilities Department is recommending the City award the Base Bid portion of the solicitation.

All references were favorable for Daniel O’Connell’s Sons, Inc.’s performance on other projects of similar type and scale with other entities.

Staff is requesting approval to award the Base Bid for Bid No. 26-47-03-MS to Daniel O’Connell’s Sons, Inc. Following award by the Commission, Daniel O’Connell’s Sons, Inc. will be required to obtain acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award. The construction contract and associated construction documents are available at the Purchasing Office upon request.

The City did not receive responses from City of Sunrise vendors that could provide this service.
