Background:

On September 27, 2022, the City Commission approved Project Agreement PA 22-015-ST with Stantec Consulting Services, Inc. (Stantec) to provide design, permitting, and bidding services for the NW 44th Street Watermain Replacement Project, with an agreement expiration date of January 19, 2025. The project consists of replacing a segment of the existing 30-inch spiral-wound steel transmission watermain along NW 44th Street between Nob Hill Road and Pine Island Road.

 

On November 22, 2024, the Deputy City Manager, as Acting City Manager, approved the First Amendment to expand the scope of work to include the replacement of a deteriorated 12-inch PVC watermain along Nob Hill Road from NW 44th Street to NW 46th Court, adjacent to the original project limits. The amendment also authorized Subsurface Utility Engineering (SUE) services within the original project corridor to verify existing utility locations and confirm their consistency with the available record drawings.

 

The SUE investigation revealed deviations from the record drawings and conflicts with existing underground utilities. This discovery required multiple submittals to the permitting agency which has delayed the original project schedule. A time extension of one hundred eighty (180) days, extending the agreement to July 18, 2025, was authorized by the City Manager to accommodate the additional scope of work for design production and permitting.

 

On July 8, 2025, the City Commission approved the Second Amendment to Project Agreement extending the term of the agreement through July 18, 2026, to complete the remaining permitting, bidding, and award activities. The plans were recently approved by the permitting agencies, and the bid package is being prepared for advertisement. This Third Amendment, requests approval to extend Project Agreement PA-22-015-ST with Stantec Consulting Services, Inc. through July 18, 2027, to allow the Consultant to provide services during bid evaluation process and award consideration by the City Commission. Stantec is not requesting any additional remuneration as part of this Third Amendment.
