Background:
The Bridges at Springtree Golf Club is a 67-acre, par 62 executive golf course, which first opened in 1972. Since that time it has undergone significant renovations; however, the existing irrigation pump station has been in continuous operation for 25 years. It has now reach the end of its useful life as many of its critical components are outdated and beyond their typical 15-20 year lifespan. The irrigation pump station is a critical component of the golf course and as such, it is necessary to maintain it in peak condition to ensure business continuity and optimal operating condition year round to avoid any potential disruptions. The Bridges at Springtree Golf Club is extremely busy and remains in high demand among many City residents and visitors.
Leisure Services staff conducted a comprehensive assessment to identify the best and most effective solution and determined that the best course of action is to replace the current irrigation pump station with an upgraded system from Hoover Pumping Systems Corporation (Hoover), which is the same manufacturer of the old system. Staff recommends Hoover Pumping Systems Corporation based upon the following factors:
- The existing Hoover system has performed very well for the Bridges at Springtree Golf Club for the last 25 years, which is beyond the typical lifespan.
- Hoover is the sole designer, manufacturer and exclusive provider of parts, installation, inspection, maintenance, repair and warranty services for its proprietary pumping systems.
- The proposed pumping system is compatible with the City’s existing infrastructure, allowing for seamless integration and standardization while avoiding significant reconstruction, restructuring costs, major system modifications, and operational disruptions.
- Hoover pumping systems are not sold through distribution or third-party vendors and only Hoover authorized personnel may install, inspect, maintain and service the equipment.
- The current system operates using the FLOWGUARD™ software platform which is not compatible with any other equipment brands. Retaining the Hoover platform will eliminate the need for new software migration, reduces the potential risk of data loss, and avoids additional training for staff on new systems.
RFI 26-07-04-MM was published on DemandStar.com to ascertain whether Hoover system is available from multiple suppliers or is a sole source provider. It was broadcast to over 1600 suppliers but no responses were received. Additionally, Staff reviewed the procurement practices utilized by other municipalities and governmental agencies and found that similar solutions were commonly acquired through sole source agreements or other non-competitive agreements.
Hoover’s proposal includes a specifically designed irrigation pump system at a total cost of $189,900.83. This is a factory direct pricing and it is comparable to similar solutions provided by Hoover to other entities, based upon available information. The pricing for the replacement system provided by Hoover is within the budgeted amount in the Bridges at Springtree Golf Club Budget for FY 2026.
The Hoover equipment and scope of work includes, but is not limited to:
- One (1) Hoover model HC2F-75J25PDV-460/3-MR3L-Z, as described on Proposal 100038.2.
- Delivery, installation, initial startup/calibration of the new system, and the removal and disposal of existing equipment offsite.
- First year annual Hoover Flowguard preventative pumping station maintenance is also included.
Once the warranty period is over, Hoover will continue to perform the inspection, maintenance, and repair services on an as-needed basis.
Staff is requesting approval to purchase an Irrigation Pump System, Parts and Related Services from Hoover Pumping Systems Corporation, as the sole source provider pursuant to Section 5-173(c)(3) of the Code of the City of Sunrise, Florida. This request to waive formal bidding procedures includes budgeted purchases in the current fiscal year and for future purchases for a period of three years from the effective date of this Resolution of replacement parts, inspections, maintenance and services that do not exceed budgeted funds.
