Background:
The City of Sunrise is an entitlement recipient of federal funds from the U.S. Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDBG) program. The City of Sunrise anticipates receiving $693,472 in CDBG funding in the 2026 Program Year, as well as being recipients of an additional allocation of approximately $185,459 in 2026 HOME Investment Partnerships Program (HOME) funds from Broward County, the lead agency of the Broward County HOME Consortium. These funds will be used to address community development and housing needs throughout the City. In order to receive these funds, the City of Sunrise must develop, adopt, and submit an Annual Action Plan that is consistent with the City’s 2025-2029 Consolidated Plan for Housing and Community Development Programs.
Prior to adoption of the federal FY 2026 Annual Action Plan, the City Commission will hold a Public Hearing at 5:00 PM on Tuesday, July 14, 2026 to receive public comments. This Public Hearing will be held in the City Commission Chambers located at City Hall, 10770 West Oakland Park Boulevard, Sunrise, Florida, 33351. Action Plan Summary:
The 2026 Annual Action Plan describes the proposed use of CDBG and HOME funds in this federal fiscal year. All activities listed below are consistent with the 2025-2029 Consolidated Plan. The 2026 Annual Action Plan was developed in compliance with the City’s Citizen Participation Plan. Activity funding is conditional upon the final funding allocation received from HUD. This funding will be made available to the City upon HUD approval of the 2026 Annual Action Plan.

These activities will principally benefit low to moderate-income residents of the City of Sunrise.
It is requested that the City Commission approve the federal FY 2026 Annual Action Plan and authorize the City Manager to execute the certifications and any other required documents related to this funding agreement.
