Sunbiz - Otis Elevator Company



Background:

The City owns and maintains multiple elevators, at various municipal facilities, that require preventive maintenance, repairs, and diagnostic testing to ensure safe, reliable, and code-compliant operation. The City has maintained existing service agreements with Otis Elevator Company for several City-owned elevator units under the Procurement Manager's award authority.

 

Following the construction of the new City Hall and Parking Garage, six additional Otis Elevator Company elevator units were placed into service under separate warranty and maintenance agreements. Since these elevators were manufactured and installed by Otis Elevator Company, certain maintenance, diagnostic, and repair services can only be provided by the manufacturer.

 

Staff has consolidated all Otis Elevator Company maintenance services under a single cooperative purchasing contract to improve contract administration and streamline service delivery. The proposed agreement will provide maintenance services for all eleven City-owned Otis Elevator Company elevator units. Additionally, the agreement includes audio, visual, and text-based emergency communication features for the City Hall Parking Garage Elevators, consistent with the applicable elevator safety code requirements. Consolidating these services under a single Cooperative Agreement increases the annual contract value above the Procurement Manager's $25,000 approval threshold, requiring City Commission approval.

 

Staff recommends utilizing the OMNIA Partners cooperative purchasing program through University of California Purchasing Agreement No. 2019.001563 to provide comprehensive elevator maintenance, repair, and diagnostic testing services on an as-needed basis.

 

Since these purchases will be made using an existing governmental contract, it is requested to waive the City's formal bidding procedures pursuant to Section 5-173(c)(4) of the Code of the City of Sunrise, Florida.
