Project Agreement



Background:

The Utilities Department owns, operates, and maintains 216 lift stations throughout the utility service area. Lift station No. 127, located at 4125 N. University Drive, requires rehabilitation as part of the Department’s ongoing efforts to renew and replace aging assets within the wastewater system. This lift station is a wet pit/dry configuration that is near the end of its useful life and presents significant maintenance challenges for the Department. Additionally, the current access to the lift station from University Drive poses challenges and requires modifications.

 

On November 14, 2023, the City Commission approved Project Agreement No. No. 24-001-BC between the City of Sunrise and Brown and Caldwell (Corporation) for design, bidding, and permitting for the Lift Station 127 Basin Improvements Project. The scope work includes conversion of the wet pit/dry configuration lift station to submersible pump installation for ease of operation and maintenance. In addition, the discharge forcemain will be relocated from the back lots easement to the local street for improved maintenance.

 

On November 24, 2025, the Project Agreement was extended 180 days through July 11, 2026 via written notification by the City Manager. The extension was required for additional time needed to finalize regulatory permit review and bidding services.

 

Currently, engineering plans are under review by regulatory agencies and additional time is necessary for the Consultant to acquire the regulatory agencies approvals, finalize the bidding documents and perform the bid evaluation process after bid opening, thus requiring a First Amendment to the Project Agreement.

 

This First Amendment requests approval to extend Project Agreement No. PA-24-001-BC with Brown and Caldwell (Corporation) through July 11, 2027, to allow for the Consultant to acquire the regulatory agencies approvals and provide services during bid evaluation process. Brown and Caldwell (Corporation) is not requesting any additional remuneration as part of this First Amendment.

 

Staff recommends the approval of the First Amendment to the Project Agreement No. PA-24-001-BC extending the term to July 11, 2027.
