Background:

The City of Sunrise, Utilities Department maintains 216 lift stations throughout the utility service area. Included within the City’s ongoing efforts to renew and replace aging assets Lift Stations No. 128 and 210 require rehabilitation. These two lift stations are wet pit/dry pit configurations that are near the end of their useful life and present significant maintenance challenges for the Department. The Utilities Department, Field Operations Division staff recommended reconfiguring the existing wet wells to accept new submersible pumping equipment. The project was designed by Stantec Consulting Services Inc, and the construction bid was awarded to a contractor at the December 13, 2022, City Commission Meeting.

 

At the December 13, 2022, the City Commission approved a Project Agreement 23-003-SC between the City and Stantec Consulting Services Inc. (Stantec) for construction management services for the Lift Stations 128 and 210 Rehabilitation project. On October 29, 2024, the Assistant City Manager, as Acting City Manager, approved the First Amendment to Project Agreement for additional construction management services due to a project delay related to several unforeseen conditions. On December 8, 2025, the City Manager approved a 180-day extension to Project Agreement to provide additional time for continued construction management services through June 26, 2026.

 

The rehabilitation work for Lift Stations 128 and 210 has been substantially completed and both lift stations are fully operational. There is remaining additional work related to a stormwater pipe that was impacted by construction along with site restoration required to finalize the project. The construction work will not be completed prior to the expiration of the Project Agreement, and an extension is required so that Stantec can complete construction management services through the end of the project.

 

The attached Second Amendment provides an extension to Project Agreement No. PA-23-003-SC with Stantec through June 26, 2027, to allow for the Consultant to provide the required construction management services and assist in the project close out process. Stantec is not requesting any additional remuneration as part of this Second Amendment.

 

Staff recommends the approval of the Second Amendment to the Project Agreement No. PA-23-003-SC extending the term to June 26, 2027.
