The City of Sunrise, Community Development Department requires the services of a qualified firm to provide traffic engineering consultant services on an as-needed basis. The selected firm must possess an understanding of the City of Sunrise development review process, experience providing municipal traffic engineering consulting services, and knowledge of Broward County traffic engineering standards.
The qualified firm may be requested to provide the following services on an as-needed basis:
- Review of site plans for traffic engineering items such as access, internal circulation, sight distance, and parking.
- Review of special exceptions for associated traffic and transportation related impacts surrounding proposed use.
- Review and/or performance of traffic studies associated with new development or redevelopment within the City of Sunrise.
- Review of miscellaneous traffic analysis, reports, plans, and/or studies related to Development Applications and/or projects submitted to the City of Sunrise.
- Coordinate with the Florida Department of Transportation (FDOT), Broward County, the Broward Metropolitan Planning Organization (MPO), South Florida Regional Transportation Authority (SFRTA) and other agencies on proposals and projects within the City of Sunrise as related to Traffic Engineering.
- Investigate, analyze, evaluate and report on various traffic and transportation related matters for the City, including alternative transportation modes.
- Review and/or perform traffic studies associated with the City’s Neighborhood Traffic Calming Program (NTCP) Applications.
To address these needs, the City issued RFQ 26-01-11-MS and six responses were received. The selection committee evaluated the responses and ranked the firms based on their qualifications. The committee agreed to establish one continuing services agreement (CSA) based on contract length and potential projected needs. On April 14, 2026, City Commission authorized staff to negotiate an agreement with the first-ranked firm, Traf Tech Engineering, Inc. via Resolution 26-75.
A negotiation meeting with Traf Tech Engineering, Inc. was conducted on May 4, 2026, and both parties agreed to maintain the current agreement's hourly rates. Additionally, rates for Average Daily Traffic (ADT) counts were added to the agreement for use on an as-needed basis. Negotiated rates are within industry standards for these services and are considered fair and reasonable. Traf Tech Engineering, Inc. agreed to the City’s terms and conditions.
Traffic engineering services used for development applications are subject to cost recovery from the applicant. The agreement includes authority for the Director of Community Development to approve up to $50,000 per fiscal year for professional services associated with development applications submitted to the City’s Community Development Department for review and processing, most of which are associated with the City’s cost recovery program for plan review.
The initial term of the agreement will be for three years, with up to three additional one-year renewal options under the same terms and conditions.
