Background:
The City of Sunrise, Utilities Department Sawgrass Water Treatment Plant (WTP) utilizes sodium hydroxide as part of the water treatment system. The system components are approaching end of useful life and are exhibiting numerous deficiencies including corrosion, requiring repairs, and rehabilitative improvements. Sodium hydroxide pumps, along with the associated appurtenances, need replacement and two of the WTP influent flow meters are of similar, end-of-life, condition, and require replacement.
On May 14, 2024, the City Commission approved Project Agreement No. PA-24-019-CE with Carollo Engineers, Inc., for design, bidding, and permitting for the Sawgrass Water Treatment Plant Chemical System Upgrades Phase I and Raw Water Flow Meter Design. The scope of the project includes various scope items including the design of influent flow meter replacement, sodium hydroxide chemical feed system replacement, electrical, structural, and piping improvements.
On December 1, 2025, the Project Agreement was extended 180-days through June 14, 2026 via written notification by the City’s City Manager. The extension was required for additional time needed to complete outside agency permitting and to prepare contract documents for bid advertisement in coordination with the City’s Purchasing Division.
Currently, BID 26-50-03-MM is advertised for this project and is scheduled to open June 2, 2026. Additional time will be required to complete the bid evaluation process after bid opening, thus requiring a First Amendment to the Project Agreement.
This First Amendment, requests approval to extend Project Agreement No. PA-24-019-CE with Carollo Engineers, Inc., through June 14, 2027, to allow for the Consultant to provide services during bid evaluation process and award consideration by the City Commission. Carollo Engineers, Inc. is not requesting any additional remuneration as part of this First Amendment. Staff recommends the approval of the First Amendment to the Project Agreement No. PA-24-019-CE extending the term to June 14, 2027.
