Background:
The City of Sunrise, Police Department requires the replacement of firearms, accessories, and related equipment to ensure that its personnel are properly equipped with modern, reliable, and safe tools necessary to perform their duties. As part of this effort, the Sunrise Police Department is seeking to procure replacement Glock firearms and associated accessories, while also utilizing a trade-in option to offset costs through the exchange of existing firearms currently in service.
The City issued Bid No. 26-70-05-WL for the purchase of new Glock pistols (Generation 6) with required options including optics, sights, weapon lights, and mid-ride duty holsters. In addition, the bid required bidders to provide trade-in values for 52 of the City’s existing pistols, with such values to be applied as a deduction from the total bid price. The quantities for purchases under this bid (not including associated accessories) are:
- 165 - Glock 17, Generation 6, 9mm pistol with optic (full-size)
- 65 - Glock 19, Generation 6, 9mm pistol with optic (mid-size)
The Generation 6 pistols will transition the Police Department to 9mm pistols with optics, which has become the industry standard. The quantity of units required for purchase accounts for officer fit and preference, backups when weapons are out for repair or evidence, staffing changes, and replacing aging equipment over time. The quantity of units selected for trade-in are partly due to their higher resale value and lack of compatibility with the new models, while retaining the remaining older units allows the Department to comply with City Code 2-251(d), which allows for the option of receiving a handgun upon retirement.
The bid was electronically advertised and distributed through DemandStar to vendors registered under the appropriate commodity codes, ensuring broad notification and competitive participation. The bid was publicly opened on June 5, 2026, at which time three responses were received. Following bid opening, it was determined that the solicitation inadvertently overstated the number of trade-in units by a quantity of five. The lowest responsive and responsible bidder, Lou's Police Distributors, Inc., confirmed that the unit pricing submitted in their bid remains unchanged. Additionally, Lou's Police Distributors, Inc. is the lowest bidder even without factoring in the trade-in value. When the correct trade-in amount is applied to all three bidders, the results do not alter bidder rankings, affect the determination of the lowest responsive and responsible bidder, or otherwise impact the competitive standing of any bidder.
After evaluation of the submissions, Lou’s Police Distributors, Inc. was identified as the lowest responsive and responsible bidder, with a total bid amount of $232,598.50, inclusive of applicable trade-in credits. Based on this evaluation, the Police Department and the Purchasing Office recommend that the City Commission award Bid No. 26-70-05-WL to Lou’s Police Distributors, Inc.
