Background:
The City of Sunrise, Utilities Department requires the service of qualified firms to provide miscellaneous civil engineering services. The qualified firms must have extensive experience working in Broward County on site development projects that include paving, drainage, and utility distribution as well as work on roadways, bicycle lanes, trails, multi-use paths and drainage both in and outside of the right-of-way. Each firm must have the ability as the lead firm or with the use of sub-consultants to provide the following services under this Agreement: surveying, landscape architecture, structural engineering, plumbing engineering, and electrical engineering.
To address these needs, the City issued RFQ 25-03-05-HR and twenty-three responses were received. Staff evaluated all responses, shortlisted firms, conducted interviews of the shortlisted firms, and is requesting authorization for the Capital Projects Director to negotiate a continuing services agreement with the top four ranked firms: Chen Moore and Associates, Inc., Stantec Consulting Services Inc., Joseph Roles and Assoc., Inc. and BCC Engineering, LLC. All references were favorable for all firm’s performance on other projects of a similar type and scale.
In the event that four Continuing Services Agreements cannot be negotiated with the top four ranked firms, the Capital Projects Director is hereby authorized to negotiate with Kimley-Horn and Associates, Inc., the number five ranked firm, for a Continuing Services Agreement. If a successful agreement cannot be negotiated with the number five ranked firm, the Capital Projects Director is hereby authorized to negotiate with Calvin, Giordano & Associates, Inc., the number six ranked firm for a Continuing Services Agreement. If a successful agreement cannot be negotiated with the number six ranked firm, the Capital Projects Director is hereby authorized to negotiate with Craven, Thompson & Associates, Inc., the number seven ranked firm for a Continuing Services Agreement. Should this process fail to produce four satisfactory Continuing Services Agreements, then the City, at its discretion, will either select additional firms from the original Request for Statements of Qualifications in the order of their competence or qualification and continue negotiations until four Continuing Services Agreements are reached, or the City will solicit new Requests for Statements of Qualifications.
Upon successful completion of negotiations, staff will present four continuing services agreements to the City Commission for consideration at a future City Commission Meeting.
