Background:
The City of Sunrise Tennis Club located at 9605 West Oakland Park Boulevard was constructed in 1998 and met the Building Code requirements at that time. The existing windows and exterior doors do not meet current wind Code requirements. In order to retrofit the facility and strengthen the envelope of the building, the City applied to the State of Florida Department of Emergency Management (FDEM) Hazard Mitigation Program Grant to replace the windows and doors at the Sunrise Tennis Club. Additionally, the existing, 8,000 square-foot, concrete tile roof was included to be replaced with a new roof to meet the current wind load for high wind velocity code requirements.
The City was selected to receive a $571,347.00 (inclusive of $27,207.00 Contingency) grant towards the construction of the windows, doors and roof replacement. The Grant provides for 90% of project cost and requires a 10% ($63,483.00, inclusive of $3,023.00 Contingency) match from the City of Sunrise. This is a federal pass-through project partially funded by the Federal Emergency Management Agency through the FDEM. On March 13, 2024, the City Commission approved a Sub-Recipient Agreement with FDEM to receive the Hazard Mitigation Program Grant.
Due to the scope of work requiring two different type of Contractors, the project is being solicited in two separate phases, the first phase is for the windows and doors, and second phase will be for the roof replacement. The scope of work for the first phase consists of, but not limited to, removal of existing storefront windows and doors, removal of exterior metal door, installation of new storefront windows, storefront doors, steel doors, frames, controls and all required hardware, as specified and in accordance with the requirements of the Florida Building Code, Florida Product approval, and water intrusion requirements and Florida Accessibility Code.
On November 17, 2025, Bid No. 26-01-10-CM was issued for this project. A non-mandatory pre-bid meeting with a site visit was held on December 2, 2025, with six (6) prospective bidders in attendance. The bid opened on December 22, 2025, and six (6) bids were received. Following the evaluation by the Purchasing Office and the Utilities Department, it is recommended to award the contract to the lowest responsive and responsible bidder, Goldson Construction Corp (Goldson Construction).
Goldson Construction’s bid price is approximately 16% (16.49%) lower than the opinion of probable construction cost (OPCC) developed by City staff, while the second low bidder’s price was 12.68% lower than the OPCC. Staff has determined that Goldson Construction’s bid price is fair and reasonable.
All references were favorable for Goldson Construction Corp performance on other projects of similar type and scale with other entities. Staff is requesting approval to award to Goldson Construction Corp contingent on receipt of an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award.
The City received a response from a City of Sunrise vendor that could provide this service, however, that firm was not the lowest bidder.
