Background:

The City of Sunrise owns a large inventory of fitness equipment and machinery throughout its facilities. Over time, these assets become damaged and/or obsolete and require replacement to ensure that the facility remains safe, functional and in good working order for City residents and personnel.

The City is seeking to purchase new True® brand fitness equipment for the Sunrise Civic Center Athletic Club. Fitness bikes have a typical expected useful life of five years and the existing equipment has required frequent repairs. The inner/outer-thigh machine was originally purchased in 2008 is no longer repairable and requires replacement. The City of Sunrise Athletic Club also has seven pieces of equipment that are accessible for individuals with a disability and/or limited mobility, including a wheelchair accessible recumbent bike and a wheelchair accessible upright bike, both in good condition.

The requested new equipment includes:

  • One Palladium Series Inner/Outer Thigh– Acrylic Shrouds w/260lb Stack, Model: ST-SPL0400;
  • Three Apex Recumbent Bikes w/ UNITE 10” Touchscreen, Model: ST-RC1-0A-35; and

Seven vendors were on the planholder list. One bid was received by the scheduled due date and time from Pro Fitness.  The solicitation also requested bidders to provide a trade-in value (including removal and disposal) for the obsolete equipment being replaced. Pro Fitness, which is the City of Sunrise's current maintenance provider for this type of equipment, and a qualified service provider for the brand, submitted a trade-in value as requested.

In accordance with City Code Section 5-173(d), which permits that, if fewer than two (2) responsive bids or proposals are received for commodities or contractual services, the department may negotiate the best terms and conditions, staff successfully negotiated an additional cost savings of approximately 1.54%. The total amount, inclusive of trade-in value and negotiated discount, is $28,800.00.
