Background:

The City of Sunrise, Utilities Department operates the Southwest Wastewater Treatment Plant (WWTP), located at 15400 Slydgemill Road, Davie. This WWTP utilizes sodium hypochlorite for high level disinfection of treated wastewater. The existing sodium hypochlorite system components are approaching end of useful life and are exhibiting numerous deficiencies including advanced corrosion, requiring rehabilitative improvements.

On April 9, 2024 the City Commission approved Project Agreement No. PA-24-018-BV with Black & Veatch Corporation (Black & Veatch) for the Southwest WWTP Sodium Hypochlorite System Improvements project. Services included within the Project Agreement include engineering design, permitting and bidding services.

The Utilities Department requires a qualified contractor to perform construction services for the Southwest WWTP Sodium Hypochlorite System Improvements project. The scope of work for this project includes, but is not limited to, removal of existing sodium hypochlorite storage tanks, feed pump skids, recirculation pump, associated electrical connections, piping, valves and supports, furnish and install temporary sodium hypochlorite storage and feed to avoid operational interruptions at the facility, furnish and install the new specified sodium hypochlorite storage tanks, pump skid, recirculation pump, tank fill dilution panel, potable water backflow, associated piping, valves and appurtenances, associated electrical and instrumentation work for the new equipment to be installed, containment area and metal building coatings.

On October 10, 2025, Bid No. 26-05-10-CM was issued for this project. A mandatory pre-bid meeting with site visit was held on November 4, 2025, with seven prospective bidders in attendance. The bid opened on December 17, 2025, and three bids were received.

Following the evaluation by the Purchasing Office, Utilities Department and Black & Veatch, it is recommended to award the contract to the lowest responsive and responsible bidder, Close Construction Services, LLC's. (Close Construction).

Close Construction’s bid price is approximately 17% lower than the Engineer’s opinion of probable construction cost (OPCC) while the second low bidder’s price was approximately 1% higher than the Engineer’s OPCC. Staff has determined that Close Construction’s bid price is fair and reasonable. Approval of this award will replace critical components and ensure continued compliance with wastewater treatment requirements at the Southwest WWTP.

All references were favorable for Close Construction’s performance on other projects of similar type and scale with other entities. Staff is requesting approval to award to Close Construction Services, LLC contingent on receipt of an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award.

The City did not receive responses from City of Sunrise vendors that could provide this service.

A companion agenda item awarding a Project Agreement with Black & Veatch for Construction Management Services is also being submitted for City Commission consideration at the February 10, 2026 City Commission Meeting.
