Background:
The City of Sunrise Utilities Department provides water treatment and distribution, and wastewater collection and treatment services for customers within its service area. In support of this service, the Utilities Department operates various facilities that are monitored and controlled by Programable Logic Controllers (PLC) based Supervisory Control and Data Acquisition (SCADA) systems. The Utilities department maintains 216 lift stations throughout the utility system that are part of the wastewater transmission system. Each of these lift stations are equipped with Programable Logic Controllers (PLC), Remote Transmission Unit (RTU), and radios for communication via SCADA network.
The City's consultant conducted a comprehensive reliability and vulnerability assessment that determined that all of the communications systems at the lift stations have reached the end of their useful life. The Utilities Department has planned the replacement of radio systems at the 216 lift stations over multiple years in three separate phases. Phase 1 consisted of upgrades to sixty-four (64) lift stations. Phase 2 consists of upgrades to seventy (70) lift stations to include replacement of radios, RTUs, and PLCs by the City’s contractor. As part of this agreement, the consultant will provide inspection services support as well as diagnostic services for Phase 2 lift stations.
The Utilities Department developed Project Agreement 24-006-SC with Stantec Consulting Services Inc., one of the City’s continuing engineering consultants for Water, Wastewater, Wastewater Reuse and Natural Gas projects to provide inspection services as necessary for Phase 2. Staff negotiated a fee that is fair and reasonable for the complexity and scope of work within the Project Agreement, and these funds are currently budgeted for initiating this work in the current fiscal year.
This project agreement is consistent with Item Number 27 in Exhibit “A” Scope of Services of the 2021 Continuing Services Agreement with Stantec Consulting Services Inc. for Water, Wastewater, Wastewater Reuse and Natural Gas Utility Projects Consultant Services.
