Background:
The City of Sunrise, Utilities Department operates the Southwest Wastewater Treatment Plant (WWTP), located at 15400 Slydgemill Road, Davie. This WWTP utilizes sodium hypochlorite for high level disinfection of treated wastewater. The existing sodium hypochlorite system components are approaching end of useful life and are exhibiting numerous deficiencies including advanced corrosion, requiring rehabilitative improvements.
On April 9, 2024 the City Commission approved Project Agreement No. PA-24-018-BV with Black & Veatch Corporation (Black & Veatch) for the Southwest WWTP Sodium Hypochlorite System Improvements project. The scope of work included the design, permitting and bid services to replace the existing sodium hypochlorite system storage tanks and pumps at the City of Sunrise Southwest WWTP.
On August 10, 2025, Bid No. 26-05-10-CM was issued for the Southwest WWTP Sodium Hypochlorite System Improvements project. Following the evaluation conducted by the Purchasing Office, Utilities Department, and Black & Veatch, and under a separate Agenda Item Request, it is recommended that the contract be awarded to the lowest responsive and responsible bidder, Close Construction Services, LLC.
To support project execution, City staff developed Project Agreement No. PA-26-003-BV for construction management services (CMS) with Black & Veatch, to provide Construction Management Services during construction. These construction management services include, but are not limited to, attending progress meetings, site observations, along with the review of shop drawings, construction requests for information, change orders, contractor pay applications, as-built drawings, and preparation of operation and maintenance manuals.
Staff negotiated a fee for these professional services with Black & Veatch, that is considered fair and reasonable for the scope and complexity of the work. This project is included within the City’s Five-year Capital Improvement Program and is listed in item number 3 in Exhibit ‘A’ Scope of Services of the Continuing Services Agreement with Black & Veatch Corporation.
