Background:
The City of Sunrise, Utilities Department, owns and operates three water and wastewater treatment plants and one remote storage and pumping facility. There are water storage tanks, clearwells, and hydropneumatic tanks at these facilities which temporarily store water and are an integral part of the operations. These structures require periodic inspections and cleaning per the Florida Administrative Code (F.A.C.) Chapter 62-555.350: “Operation and Maintenance of Public Water Systems”.
In order to minimize disruptions to water treatment operations and provide a less costly alternative to draining the tanks, this work requires a specialized contractor, who has the ability to use divers to perform inspections, cleaning and certain repairs, while the tanks remain full. This contract will encompass inspection and cleaning work necessary, as well as, miscellaneous tank repairs needed to manage the costs for this work more efficiently.
The City issued BID 25-77-09-MS and four responses were received on October 3, 2025. Staff evaluated all responses and recommended award to the lowest responsive and responsible bidder, Aqueous Infrastructure Management Co. Staff determined that Aqueous Infrastructure Management Co’s pricing to be fair and reasonable since they were able to hold the same prices they offered in their previous bid from 2020 when they were formerly known as Underwater Solutions, Inc.
All references were favorable for Aqueous Infrastructure Management Co’s performance on similar contracts with other entities.
The proposed initial award period is three years, commencing on the day of award. Additionally, the City reserves the right to renew the award for two additional one-year periods. All prices will be firm throughout the initial period. Costs for subsequent years and any extension shall be subject to an adjustment, only if increases occur in the industry, in accordance with the Consumer Price Index (CPI) as promulgated by the Bureau of Labor Statistics, US Department of Labor.
Sunrise vendors listed in the Business Tax License directory were solicited; however, the vendor that downloaded the document from Demandstar does not perform this type of work.
