| Background:
The Utilities Department requires aggregates, topsoils, and sand in order to provide continuous, uninterrupted service to utility customers within the utility service area. The commodities include various types and sizes of rocks, stone or crushed concrete that are used in road construction or restoration.
The Southeast Florida Governmental Purchasing Cooperative Group, with the City of Margate, Florida (Margate) as the lead agency, issued Bid No. 2026-004 for the purchase of aggregates, topsoils, and sand. The specification of the bid includes individual line items grouped by geographical locations. The City of Sunrise requirements were included in Group 3A, 3B, and 3C.
Margate awarded each individual line item to the lowest responsive and responsible bidders as primary and secondary vendors as shown in Exhibit A of this Agenda Item Request. The awarded vendors are:
- Austin Tupler Trucking, Inc. - Line Items 46-47, 50-54, 58-59 (primary); Line Items 48-49, 63 (secondary);
- Florida Superior Sand, Inc. - Line Items 63-66 (primary); Line Items 55, 60, 62 (secondary);
- True Haul, LLC - Line Items 48-49, 55-57, 60-62 (primary); Line Items 46-47, 53-54, 58-59 (secondary);
- Chin Diesel, Inc. - Line Items 67-68 (primary); Line Items 61, 64-66 (secondary); and
- Concrete Works & Paving Inc - Line Items 50-52, 56-57 (secondary).
Purchases will be made from the respective vendors on an as-needed basis. Pricing is based on a per Ton unit of measurement. As one of the participating South Florida governmental entities for this contract, the City of Sunrise benefits by achieving economies of scale through volume discount pricing. The City of Sunrise has previous experience with all vendors and has been satisfied with the service provided.
The initial term of the award is valid through November 24, 2028. Additionally, there are two one-year renewal options.
Since these purchases will be made using an existing governmental contract, the City's formal bidding procedures are waived pursuant to Section 5-173(c)(4) of the Code of City of Sunrise, Florida. |
