Background:
The City owns and operates an existing 12-inch wastewater forcemain located on the West Inverrary Boulevard bridge, which crosses the C-13 canal. The developer for the former Sunrise Golf Course intends to improve, widen, and maintain the existing bridge. Under Project Agreement 20-006-CE with Carollo Engineers, Inc. (Carollo), the City will remove the forcemain from the existing bridge and provide a new independent forcemain crossing over the C-13 canal separate from the existing bridge.
On January 14, 2020, the City Commission approved PA 20-006-CE for engineering design, permitting, bidding, and construction management services required to complete the forcemain relocation while maintaining continuous wastewater service.
During the permitting phase, the project experienced significant delays due to extended agency review timelines resulting from pandemic-related restrictions, as well as a requirement by the South Florida Water Management District (SFWMD) for a letter of authorization from the Sunrise Golf Course property owner. This authorization was delayed while ownership of the bridge was negotiated as part of the developer agreement. In addition, the U.S. Army Corps of Engineers required the proposed aerial crossing to meet bridge-design criteria, which necessitated additional hydraulic modeling beyond the original project scope.
As a result of these unforeseen delays, the City Commission approved the First Amendment to PA 20-006-CE on January 24, 2023, extending the agreement through July 31, 2024. Following completion of the required hydraulic modeling and coordination with SFWMD and the U.S. Army Corps of Engineers, all permitting requirements have been satisfied and the permitting process is complete.
On August 6, 2024, the City Commission approved the Second Amendment to the Project Agreement, extending the contract term through July 31, 2025. This extension provided additional time for the consultant to support the bidding and construction management phases of the project. No additional compensation was requested as part of this amendment.
In July 2025, the City Manager’s Office approved an administrative extension of the Project Agreement through January 31, 2026, to allow for completion of the bidding process. Bids were opened on July 29, 2025, and a contractor was subsequently awarded a contract for the construction project.
On November 25, 2025, the City Manager’s Office executed the Third Amendment to the Project Agreement. The Third Amendment increased the rates associated with the construction management services to be consistent with the rates found within the current Continuing Services Agreement.
This agenda item requests approval to extend Project Agreement PA 20-006-CE with Carollo Engineers, Inc. through June 25, 2027, to accommodate construction management services and ensure the successful completion of the project.
