It services drainage basin No. 5, which is approximately 312 acres and is bounded by Pine Island Road on the east, Nob Hill Road on the west, the South Florida Water Management District C-13 Canal on the north, and Northwest 27th Street on the south. This stormwater pumping station, was constructed in 1973, has reached the end of its service life and requires replacement.
On March 10, 2020, the City Commission approved Project Agreement 20-009-JR between the City of Sunrise and Joseph Roles and Assoc., Inc. (JRA) for the Stormwater Pump Station No. 5 Replacement project. Services included within the Project Agreement include engineering design, permitting, bidding services, and construction management services.

This Project will be partially funded by Broward County’s Mobility Advancement Program (Surtax) and by the Florida Department of Environmental Protection (FDEP). On January 25, 2022, the City of Sunrise Commission approved a State of Florida Department of Environmental Protection Standard Grant Agreement No. LPA0226 via Resolution No. 22-6. The City is receiving $500,000.00 from FDEP to be utilized for this Project. On September 10, 2024, the City of Sunrise Commission approved Interlocal Agreement (ILA) between Broward County and City of Sunrise for Surtax-Funded Municipal Transportation Project (SUNR-025.1) via Resolution No. 24-109. Additionally, on January 27, 2026, the City of Sunrise Commission approved an Amendment to the ILA with Broward County to increase the total maximum funding amount to $2,195,865.62. The ILA between Broward County and the City includes an Office of Economic and Small Business Development (OESBD) goal of 35% to be assigned to a Broward County Certified Business Enterprise (CBE). This Agenda item is contingent upon City Commission approval of the Budget Amendment on this Agenda, Item 12 A.
On August 25, 2025, Bid No. 25-73-08-VH was advertised on Demandstar and a mandatory pre-bid meeting with site visit was conducted on September 4th, 2025. The bid subsequently opened on October 17, 2025 and three (3) bids were received. Following the evaluation by the Purchasing Office, the Utilities Department, and JRA, it is recommended to award the contract to the lowest responsive and responsible bidder, Enco, LLC (Enco). Enco’s bid price is approximately 30% higher than the Engineer’s opinion of probable construction cost (OPCC), the second low bidder’s price was approximately 40% higher than the Engineer’s OPCC and the third low bidder’s price was approximately 81% higher than the OPCC. Broward county’s OESBD also reviewed the submittal by Enco, and determined their Letter of Intent to award at least 35% of the work for the Surtax-dollars to be acceptable.
As part of the Bid evaluation, the Purchasing Office, the Utilities Department, and JRA held a meeting with Enco to ask questions and receive confirmation regarding company approach, resources, workload, and experience with completing similar projects. JRA also reviewed the bid prices when compared with the OPCC. The OPCC was prepared on October 20, 2024 and material price volatility during the twelve month period until bid opening affected the bid price. In addition, as a partially Grant funded project, additional conditions are included in this solicitation that may have affected the bid price.
All references for Enco’s performance on projects of similar type and scale with other entities were favorable. Therefore, Staff is seeking approval to award the contract to Enco, LLC contingent on receipt of an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award.
