The City of Sunrise Police Department initiated the body worn camera program in 2018 and has successfully implemented it throughout the department. The Police Department primarily relies on several tools to ensure transparency and gather accurate data from officers while on duty. Since 2020, the Police Department has been under contract with Axon Enterprise, Inc. (Axon) utilizing multiple systems including body-worn cameras, tasers, UAS units, and various software platforms. These tools specifically include the Axon Body Worn Camera, unlimited access to Axon Evidence, the Axon Evidence Pro Command Staff Pro License, the Tasers, and various other products. 

Currently, all equipment is in active use, and all officers have received comprehensive training and have the ability to operate the equipment.  Axon has consistently provided high-quality equipment, high-quality video, reliable technical support, and responsive customer service and the Police Department wishes to continue utilization of this equipment and services going forward.

The City's existing contract with Axon is scheduled to expire at the end of this calendar year and there is a need to establish a new contract at this time. Staff is requesting authorization to enter into a new five-year contract with Axon for the purchase of products and services related to body-worn cameras, tasers, unmanned aerial systems (UAS), and real-time information software (Fusus) which allows live streaming officers' Body Worn Cameras and other video streams to a central location.

The new contract also includes the expansion of the current drone program, video streaming services to a centralized location, and comprehensive training on all products and software.

The new contract includes the following:

• 202 users under the Officer Safety Plan 10+ Premium (includes body-worn cameras, tasers, T7 certificates, UAS, and Fusus).
• Four (4) Drone as First Responder (DFR) Skydio X10 UAS systems.
• Skydio Dedrone capability (enables UAS flight at or below 400 feet AGL).
• Comprehensive training on all related products and software.

This contract also includes the replacement of the current Taser X7 units, which are nearing the end of their warranty, with new Taser X10 models. It also provides for associated warranties, batteries, and cartridges. Additionally, the contract covers the replacement of damaged body-worn cameras and an upgrade to the latest model after thirty (30) months.  The contract period shall be for five (5) years and funding has been included in the current budget for continuation of this contract.

Axon is the manufacturer and sole source provider of Axon Equipment and associated products.  Pursuant to Section 5-173(c)(3) of the Code of the City of Sunrise Florida, it is requested that the City Commission waive the City’s formal bidding requirement for this contract because the City is already utilizing this equipment in a comprehensive standardized manner from this vendor as a single source.
