Background:
The Welleby Isles community water distribution system has experienced numerous water service repairs over the past ten years. The Utilities Department staff developed a Capital Improvement Project to address the recurring repairs of these service lines. The scope of work includes the replacement of the twenty-nine (29) water service lines, along with milling and resurfacing of the asphalt roadways following infrastructure replacement. The project was designed by in-house Utilities Engineering staff and has received the appropriate permits from the applicable permitting agencies. In order to complete construction of the work, a qualified contractor is required for the Welleby Isles Water Service Line Improvements project.
This project was advertised on August 15, 2025 via Bid No. 24-69-06-CM and a non-mandatory pre-bid meeting was held on August 26, 2025; however, no bidders attended the meeting. Bids were opened on September 18, 2025 and four (4) bids were received. The Purchasing Office and the Utilities Department’s Engineering staff evaluated the bids and recommend award of the contract to the lowest responsive and responsible bidder, AC Trench, Corp. (AC Trench).
AC Trench's bid price is approximately 19.23% lower than the Engineer’s opinion of probable construction cost (OPCC) while the second low bidder’s price was 5.86% lower than the Engineer’s OPCC. Staff considers the price to be fair and reasonable.
All references were favorable for AC Trench’s performance on other projects of similar type and scale with other entities. Staff is requesting approval to award to AC Trench, Corp. contingent on receipt of an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award.
City of Sunrise vendors listed in the Business Tax Receipt Database that may supply services were solicited, however, no responses were received.
Construction management services will be completed by in-house Utilities Engineering Section staff during the construction of this project.
