Background:
On September 22, 2022 the City entered into Letter Agreement NO. LA#13 with SEPI Engineering & Construction, Inc. now known as TranSystems Corporation d/b/a TranSystems Corporation Consultants, a Missouri corporation, authorized to do business in Florida (TranSystems) as part of the On-Demand Planning Services Continuing Services Agreement dated July 12, 2022. The scope of services provided by TranSystems for this Letter Agreement includes the review and processing of the site plan application submitted by the applicant known as Solterra (Sunrise Golf & Country Club / Windsor). The services also included meetings and correspondence with the City and the applicant with an original total compensation not to exceed $10,000.
On December 10, 2023 a revised letter Agreement No. LA #13 (revised) was authorized by the City Manager to adjust the total compensation not to exceed of the letter agreement from $10,000 to $12,500. Subsequently, on June 12, 2025 a revised letter Agreement No. LA #13 (Second Revision) was authorized by the City Manager. The Second Revision adjusted the compensation value not to exceed $24,500 in order for TranSystems to continue processing the application forward the Site Plan Application Review.
The Consultant has completed the review of the site plan application documents through the City Commission approval; however, the site plan application still has compliance with conditions as well outstanding comments that need to be addressed by the applicant. As such the consultant will be responsible for reviewing the resubmitted documents for compliance with the remaining conditions and outstanding comments and an additional $5,500 is needed to complete the site plan application review bringing the total hourly value not to exceed value to $30,000.
Staff recommends approval of the Third Revision to the revised Letter Agreement #13 with TranSystems to complete the Site Plan Application process with a total compensation value not to exceed $30,000.
