Background:
The City of Sunrise is contemplating the imposition of a new non-ad valorem special assessment beginning in Fiscal Year 2027 (tax year 2026). Florida Statute 197.3632 requires the City to adopt a resolution prior to January 1, 2026 stating our intent to use the uniform method of collecting a new non-ad valorem special assessment for transportation services in the area generally described as the Sawgrass Business and Entertainment District. The City is also required to publish a notice of its intent to use the uniform method for collecting such assessment in the newspaper for 4 consecutive weeks prior to the public hearing, which was completed on October 16, 23, and 30, 2025 and November 6, 2025.
The specific methodology for the special assessment will be developed by a consultant specialized in non-ad valorem special assessments. The special assessment would only be applicable to commercial properties to fund the cost to provide transportation services, related facilities and programs within the identified area of the City, along with administrative costs, specifically including the Western Sunrise Area as set forth in Section 16-82 of the City of Sunrise Land Development Code. The assessment would commence the fiscal year beginning on October 1, 2026 and continue until discontinued by the City.
The methodology and amount of this new non ad valorem special assessment will be determined by the consultant in the coming months. More information related to this special assessment will be provided following the analysis.
Staff recommends approval of the attached Intent Resolution as the first step in developing this special assessment.
