Local Planning Agency discussion and/or action Re: An Ordinance of the City of Sunrise, Florida, adopting an Amended 10-year Water Supply Facilities Work Plan and amending the City of Sunrise Comprehensive Plan to strengthen coordination between water supply and Local Land Use Planning by amending the infrastructure, conservation, capital improvements, and intergovernmental coordination elements; providing for transmittal of this Ordinance and the Comprehensive Plan Amendments to the Florida Department of Commerce and other units of Local Government and Governmental Agencies as required under Chapter 163, Part II, Florida Statutes; providing for adoption pursuant to Section 163.3184(3), Florida Statutes; providing for inclusion in the City of Sunrise Comprehensive Plan; providing for conflict; providing for severability; and providing for an effective date. Pursuant to Chapter 163.3174(4)(c), Florida Statutes, the City Commission (acting as the Local Planning Agency) is required to hold a duly advertised public hearing in order to review and make recommendations to the governing body as to the consistency of a proposed amendment to the adopted Comprehensive Plan. There is no anticipated financial impact on the cost of residential housing as a result of the proposed Comprehensive Plan revision.

The 2023-2024 Lower East Coast Water Supply Plan Update was approved by the South Florida Water Management District’s Governing Board on September 12, 2024. This plan is typically updated every five years to assess projected water demands and potential sources of water for the period of 2021 to 2045, and is used by local governments, water users, and utilities to update and modify the local governments associated plans.

Chapter 163, Part II, Florida Statutes, requires local governments to prepare and adopt a 10-Year Water Supply Facilities Work Plan within 18 months after the South Florida Water Management District approves a regional water supply plan or its update. The City of Sunrise 10-Year Water Supply Facilities Work Plan – 2025 Update identifies the development of traditional and alternative water supplies and management strategies, including conservation and reuse programs necessary to serve existing and new development for at least a 10-year planning period.

This item is to adopt both the City of Sunrise 10-Year Water Supply Facilities Work Plan – 2025 Update and amend the City of Sunrise’s Comprehensive Plan for compliance with the 2023-2024 Lower East Coast Water Supply Plan Update and Florida Statutes. The proposed amendments are to the Infrastructure, Conservation, Capital Improvements, and Intergovernmental Coordination Elements of the City’s Comprehensive Plan and are attached as exhibits to the proposed Ordinance. The amendments include adjustments to the demand of wastewater and potable water on a daily basis calculated in accordance with South Florida Water Management District methodology. Amendments also include updates to various verbiage for clarification of policies. Subject to City Commission approval of this Ordinance, City staff will transmit the Work Plan and the amended Infrastructure, Conservation, Capital Improvements, and Intergovernmental Coordination Elements of the City of Sunrise’s Comprehensive Plan to the Florida Department of Commerce and other governmental agencies as required under Chapter 163, Part II, Florida Statues.
