Background:
The City of Plantation has been providing potable water and sanitary sewer services to several properties within the municipal boundaries of the City of Sunrise in a limited area near Sunset Strip and Sunrise Boulevard.
This area is approved for redevelopment, and the City of Sunrise and City of Plantation find that it is in the best interest for the City of Sunrise to provide utility services to these properties and for the City of Plantation to transfer the existing utilities to the City of Sunrise. In fact, there has been an agreement in place between the two municipalities since 1992 for the City of Sunrise to take over the water and sewer services from the City of Plantation in this area.
On the September 23, 2025, the City of Sunrise Commission approved an Interlocal Agreement with the City of Plantation for the infrastructure transfer and the establishment of a two-way potable water emergency interconnect for mutual benefit in assisting each other in times of need.
To complete the emergency interconnect, the Utilities Department elected to assign design, permitting services, and bidding services to BCC Engineering Inc. (BCC). The scope of work includes the design of the two-way interconnect including meter vaults, connection with the City of Sunrise and City of Plantation watermains and associated pavement restoration. BCC is capable of performing these services based on their experience. Utilities staff has negotiated a fee with BCC that is fair and reasonable for the scope and complexity of the project.
This work is included within Item 3 in Exhibit ‘A’ Scope of Services of the 2021 Continuing Services Agreement with BCC Engineering Inc. for Water, Wastewater, Wastewater Reuse, and Natural Gas Utility Projects Consultant Services.
