Background:

The City of Sunrise Utilities Department operates and maintains the Springtree Water Treatment Plant (WTP), which includes both low- and medium-voltage electrical power distribution systems. Several critical components of this system have reached the end of their useful life and require replacement to maintain operational reliability and regulatory compliance. To complete the necessary replacements, the construction work was planned in two phases:

  • Phase 1: Replacement of the High Service Pump Variable Frequency Drives (3 units), Low Voltage Unit Substations (2 units), and the 480V Motor Control Centers (2 units).
  • Phase 2: Replacement of the Medium Voltage Motor Control Centers (2 units) and the Medium Voltage Utility/Generator Switchgear and Controls.

A construction contract was awarded to TLC Diversified LLC on August 9, 2022, for implementation of Phase 1. On October 25, 2022, via Resolution No. 21-46-22-E, the City entered into Project Agreement No. 23-002-HS with Hazen and Sawyer, P.C., engineering firm of record, to provide construction administration and observation services for the construction project. These services are essential to ensure the project is constructed in accordance with the contract documents and certified as required by permitting agencies.

Construction is currently approximately 70% complete. However, progress has been delayed by extended unforeseen underground field conditions. These challenges required revisions to the design documents and have contributed to overall schedule delays. The contractor has submitted a formal request for a time extension, including justifications with backup, which is currently under evaluation.

To maintain continuity of services and prevent a lapse in contractual authority, the City Manager approved a 180-day extension of the Project Agreement on April 30, 2025, extending the term to November 1, 2025, in accordance with Section 7.1 of the original agreement.

The Utilities Department is now seeking approval of the First Amendment to Project Agreement No. PA-23-002-HS to further extend the agreement term. This amendment will allow the Hazen and Sawyer, P.C. to continue providing construction administration, oversight, inspection services, and other tasks authorized under the original scope. Hazen and Sawyer, P.C. is not seeking any additional compensation. The First Amendment is limited to a term extension only, ensuring that professional services continue through the completion of Phase 1 without interruption.
