Background:
The City of Sunrise, Utilities Department owns, operates, and maintains the Sawgrass Wastewater Treatment Plant (WWTP), with a permitted average daily flow capacity of 20 million gallons per day. This facility has an existing air scrubber system to control odors that are developed in the sludge holding tanks, biosolids dewatering, and truck loading bays. This system is approximately twenty-three (23) years old and has reached its useful life and is no longer functioning efficiently.
On September 12, 2023, the City Commission approved Project Agreement 23-027-HS with Hazen and Sawyer, P.C. (H&S) for the Sawgrass WWTP Biosolids Odor Control Improvements Design, Permitting and Bidding project. This project consists of replacing the existing odor control system with a new dry media adsorption system for the vapor phase odor of the sludge holding tanks, providing a canopy for the existing liquid phase treatment equipment, providing covers for the sludge holding tanks, and providing an access platform to apply a spray gel system to hauling trucks carrying dewatered sludge cake.
On May 16 2025, the Project Agreement was extended 180 days through November 14, 2025 via written notification by the City’s City Manager. The extension was required for additional time needed to finalize the bidding for construction since construction funds were planned for FY 2025/2026.
The design of the project was finalized on schedule; the project has been advertised for bidding; however, additional time is needed to finalize the bidding process. The attached First Amendment revises the Project Agreement term to provide the necessary time to complete the bidding services task of the project. H&S is not requesting any additional remuneration as part of this First Amendment.
Staff recommends the approval of the First Amendment to the Project Agreement extending the term of the Project Agreement to May 13, 2026.
