Background:
The Sunrise Police Department is seeking to purchase a Long Range Acoustical Device (LRAD) Model 1000Xi with associated equipment from Genasys Inc, to upgrade the current system which was purchased ten years ago and is currently inoperable. This system is utilized to communicate effectively during large public gatherings, assist in missing person searches, notify the community during disaster or evacuation operations, and to increase standoff distances during times of civil unrest.
The new LRAD system provides long-range communications capability and the technology offers superior voice intelligibility, extended frequency range, a wireless control module that enables remote operation of the device from safe locations, and improved internal drivers.
Competitive pricing was obtained utilizing GSA Contract GS-07F-5802P for the required items and from the manufacturer, Genasys Inc. which was at a lower cost. Genasys Inc. is the sole provider for service and warranty coverage and support for all LRAD products. In addition, the City’s purchase order terms and conditions have been reviewed and accepted by Genasys Inc.
It is requested that the City Commission approve the purchase of the LRAD from Genasys Inc. utilizing lower pricing than the governmental contract. Because the purchases will be made with lower pricing and terms comparable to an existing governmental contract, the City’s formal bidding procedures are hereby waived for good cause pursuant to Section 5-173(c)(5) of the Code of the City of Sunrise, Florida.
Outside legal counsel has affirmed this purchase is a permissible expenditure of forfeiture funds and Commission approval is requested to approve the purchase of the required LRAD items in the total amount of $55,834.38, utilizing forfeiture funds, for the Police Department.
No Sunrise vendors were solicited because there are no vendors listed in the Business Tax License directory authorized to provide this type of equipment.
