Background:
The Sunrise Fire and Police Departments are both seeking to each purchase a Model MX908 Handheld High Pressure Mass Spectrometer (HPMS™) with associated items, to improve opioid drug surveillance.
The two (2) MX908 portable mass spectrometers will be purchased with grant funding awarded by The State of Florida Department of Health, Broward County Health Department, for the Overdose Data to Action (OD2A) Surveillance and Prevention Implementation Project. The acceptance of the grant funding for these purchases was approved by Commission on June 22, 2021 under Resolution 21-66, for the Fire Department and under Resolution 21-67 for the Police Department, with no matching funds required by the City.
We strived to obtain three quotes and received two quotes from authorized resellers and one from the manufacturer, which was lower and offers the best value to the City. As the manufacturer of the HPMS™, 908 Devices Inc. is the only authorized point of service, support and maintenance for these systems, including training, warranty, repair, upgrades and technical support. The quotes for both Fire and Police include training, support and warranty. The Fire Department will receive a credit in the amount of $2,750.00 for an old unit, allowing for the purchase of an additional attachment for added capability to trace vapors and aerosols, within budgeted funds. The City’s purchase order terms and conditions have been reviewed and accepted by 908 Devices Inc.
Because the purchases will be made with lower pricing and terms comparable to an existing governmental contract, the City’s formal bidding procedures are hereby waived for good cause pursuant to Section 5-173(c)(5) of the Code of the City of Sunrise, Florida.
Commission approval is requested to approve the purchase of the mass spectrometers, accessories, training, software, warranty and support from 908 Devices Inc. in the total amount of $73,293.88 for the Fire Department and $73,338.21 for the Police Department utilizing approved grant funding.
No Sunrise vendors were solicited because there are no vendors listed in the Business Tax License directory authorized to provide this type of equipment.
