Background:
The City of Sunrise Utilities Department owns and operates three (3) Lime Storage Silos and eight (8) Lime Slaking Systems. The City requires a qualified Contractor to provide all labor, materials, equipment, and parts necessary to perform field services including installation, testing, inspection, and emergency and non-emergency repairs of Utilities Department’s Lime Slaking Systems.
Bid No. 21-26-05-CM was advertised and two (2) bids were received by the due date. The Purchasing Office and the Utilities Department have reviewed the bid responses and recommend awarding to Southland Controls, Inc., the lowest responsive and responsible bidder.
Southland Controls, Inc. is the City’s current vendor for these services. The bid price proffered by Southland Controls, Inc. reflects a labor cost increase of $5.00 per hour more than the contract prices of 2017 currently being paid by the City. Staff deemed the bid price to be fair and reasonable, as well as, consistent with the pricing offered to other municipalities such as City of Lauderhill, City of Riviera Beach, and Delray Beach.
The initial contract period shall be for two (2) years commencing upon day of award. There are two (2) optional one (1) year renewals to this contract. Additionally, this contract allows a price increase in accordance with the Consumer Price Index (CPI) as promulgated by the Bureau of Labor Statistics, U.S. Department of Labor.
Southland Controls, Inc. has been providing both installation and repair services to the City for the past fourteen (14) years and their performance has been satisfactory. References were also favorable for the vendor’s performance on similar contracts with other entities.
The City did not receive a response from any City of Sunrise vendor that could provide this service.
