Background:
The Sawgrass Water Treatment Plant (WTP) consists of two separate buildings; the Mechanical / Chemical Building and the Process Building. The two buildings are connected by a ground level covered walkway and two below ground reinforced concrete tunnels, also known as pipe galleries, that contain water transmission piping. This project proposes to repair reinforced concrete structural components and surfaces at various areas within the Sawgrass WTP.
The structural concrete building components and surfaces are exposed to water treatment chemicals and moisture, resulting in delamination from reinforcing steel corrosion (spalling), cracking, and surface deterioration has created the need for repair work. The scope of work for this project includes, but is not limited to, providing all labor, equipment, materials, and services to perform the repair work as specified in the contract documents. Additional work to be performed includes the application of a chemical resistive coating system to the chlorine storage tank pedestals and containment area; resurfacing and coating a diesel storage tank containment; and concrete repair and recoating of a floor access hatch. BCC Engineering, LLC has prepared the necessary construction documents for the project.
The City issued Bid No. 21-19-03-CM for this project and held a mandatory pre-bid meeting with site visit on April 23, 2021. Eleven (11) prospective bidders attended the mandatory pre-meeting and site visit. The bid opened on May 28, 2021 and two (2) bids were received. The Purchasing Office, Utilities Department, and BCC Engineering, LLC evaluated the bids and recommend award to the lowest responsive and responsible bidder, One Source Restoration and Building Service Inc. (One Source).
One Source’s bid price is approximately 16% lower than the engineer’s opinion of probable construction cost (OPCC) while the second bidder’s price was approximately 13% higher than the engineer’s OPCC. Staff has determined that One Source’s bid price is fair and reasonable.
One Source has confirmed their bid price and submitted all required documents. All references were favorable for One Source’s performance on other projects of similar type and scale with other entities. Staff is requesting approval to award to One Source Restoration and Building Service Inc. contingent on receipt of an acceptable Public Construction Bond, an acceptable Certificate of Insurance, and an executed Contract within the timeframe stipulated in the Notice of Award.
The City did not receive a response from a City of Sunrise vendor that could provide this service.
