Background:
The Fire Rescue Department is required to have a Comprehensive Emergency Management Plan (CEMP) to establish a framework through which the City of Sunrise and it's departments will prepare for, respond to, recover from, and begin to mitigate the impacts of a major or catastrophic emergency.
The Sunrise CEMP is updated periodically and fully incorporates the policies, protocols and procedures consistent the National Incident Management System (NIMS). NIMS has been promulgated by the U.S Department of Homeland Security (DHS) to establish a uniform, nationwide approach for response to emergencies and disasters. The Sunrise CEMP maintains alignment with the Broward County Comprehensive Emergency Management Plan and the National Response Framework (NRF) incorporating Emergency Support Functions (ESF) as a component within the organization of the Incident Command System.
The prior CEMP was last reviewed by the Emergency Management Division of Broward County in 2013. The 2021 Sunrise CEMP has subsequently been submitted to them for review per Florida Administrative Code (FAC) 27P-6.010.
It is requested that the City Commission adopt the Sunrise Comprehensive Emergency Management Plan and authorize the Fire Chief to take all actions necessary to implement the Sunrise Comprehensive Emergency Management Plan, as needed.
