Background:
The City of Sunrise requires the following improvements at the Sawgrass Water Treatment Plant (WTP): demolition and replacement of sulfuric acid pumps, piping, and appurtenances within the existing chemical room; membrane element replacement for five existing membrane treatment trains, including element reconfiguring in the second stage of the first membrane treatment train, start up assistance and performance testing once membranes are replaced; and related electrical and instrumentation components.
The City of Sunrise advertised the above referenced project and held a mandatory pre-bid meeting and site visit prior to closing the procurement period. It was attended by four prospective bidders. At the close of the procurement period, the City received only one (1) bid for this project, from Cardinal Contractors, Inc. of Lakewood Ranch, FL.
Cardinal Contractors, Inc. submitted a Bid price of $749,900.00 for all services included in the contract documents, prepared by Carollo Engineers, Inc. The other 3 prospective bidders did not submit a bid because of current workload and availability of man power or because of scheduling conflicts.
City staff met with Cardinal Contractors, Inc. and negotiated the Bid Price down to $722,400.00, a cost savings of $27,500 (almost 4%). The negotiated bid is within the overall project estimated cost and budget. All references were favorable for Cardinal Contractors past performance on other similar projects, and this contractor has performed several contracts for the City of Sunrise to our satisfaction (and is currently constructing the Sawgrass WWTP Reuse Treatment improvements project. Staff recommends award of this contract to Cardinal Contractors, Inc., the only responsive and responsible bid received.
No Sunrise vendors were solicited as there aren’t any in the Business Tax License Database that supply this service.
